Google Photos Re-Backing Up All Photos on Every Wi-Fi Connection

Starting today, Google Photos has been re-backing up my entire photo library every time I connect to Wi-Fi, significantly impacting my phone's storage. This issue is new, as it wasn't happening before, and I was satisfied with the backup system. However, due to multiple attempts at re-backing up 4K photos, I’ve had to disable auto-backup to manage my storage. I would appreciate any advice on resolving this issue so I can keep using automatic backup without the excessive storage impact.
