I Face “Country Doesn’t Match Billing Address” Error on Google Play

I was in Russia for about a month and a half, and while I was there, I kept getting an error on Google Play saying, “Your current country doesn’t match your billing address.” Because of that, I couldn’t use the app properly.
It’s been three days since I returned to Turkey, but the same warning still appears. I’ve contacted Google and tried every possible solution I could find online, yet the problem still hasn’t been resolved.
