There are a few simple methods for softening dried Play-Doh:

• For more stubborn cases, soak the Play-Doh in warm water for approximately 10-15 minutes. After soaking, remove it from the water and thoroughly knead until soft and pliable. However, do not leave the Play-Doh in the water for too long, as it will become overly mushy.
